National Geospatial Intelligence Agency (NGA)

The GeoScout Program

The National Geospatial-Intelligence Agency, is striving to meet several self-imposed goals to address shortcomings and to confront the challenges of 21st century network-centric warfare. On its to-do list are converting fully to digital products and services; pursuing an e-business model; and transforming its architecture.

It also seeks to pursue advanced forms of geospatial intelligence, including electromagnetic spectrum, and to mature the ability to capitalize on airborne collection. And, the agency’s leadership foresees a need for two new headquarters facilities to deal with burgeoning responsibilities and an increased terror threat.

The agency is making a multibillion-dollar infrastructure investment to accommodate the upcoming data tsunami. The ground infrastructure must be in place when new systems, such as the next-generation of national technical means, come online so that it can accommodate the collected data, the general points out. Communications is a key element of that infrastructure upgrade.

Personnel issues are another matter. The agency cannot hope to increase its number of in-house analysts commensurate with the growth in data. So, it is turning to private industry contractors to handle some of its requirements.

These new requirements resulted in the award of the GeoScout contract to Lockheed Martin Inc. as prime contractor. Aspiration Software LLC is a key subcontractor on the project.

Industry will play a key role in helping the NGA achieve its goals. The agency’s entire modernization program under GeoScout is charged to a Lockheed Martin-led contractor team and the agency is looking to industry for innovation to change its entire infrastructure as it modernizes.

GeoScout/NES Program Overview

GeoScout – Agency-wide integration contract to manage/distribute data, maintain legacy systems and convert them to COTS with data integration.

GeoScout Systems Integration (SI) – National Geospatial – Intelligence Agency – Also provided support to NGA’s GeoScout-based SI group by developing requirements for new systems, supporting government oversight over projects such as the St. Louis Imagery Library (STIL) consolidation and Database Architecture.

National Exploitation System (NES) – Provided database engineering support for the migration of NES from a unix-based workgroup solution on Sybase to an Infrastructure Service Provider (ISP) / Application Service Provider (ASP) solution on Dell Blades at the Interim Transition Center (ITC).

Results Achieved

GeoScout Block I was successfully deployed, resulting in a greatly enhanced Information Technology infrastructure for NGA

GeoScout Block II is now in the integration and test phase, and will soon result in a more comprehensive and consolidated capability to manage IC Geospatial-Intelligence resources.

Technical Performance

Technical performance is best confirmed when a product is delivered on-time, at or under planned cost, and it does more than just meet the base requirements. Aspiration Software has shown that multiple times, and that visibility can be seen in variety of awards received by Aspiration Software personnel from NGA. Some examples are:

• National Intelligence Meritorious Unit Citation for implementing significant improvements in data exchanges with International Partners

• National Intelligence Meritorious Unit Citation for data validation and correction efforts that enabled the closure of the Information Systems Task Force

• Certificate of Appreciation for exceptional service from the Director of NGA

Technical Approach

Aspiration Software personnel have the extensive domain knowledge that brings historical wisdom to understanding current issues. Aspiration Software personnel are also up-to-date with current technology and practices. We are able to merge current skills with our historical background to architect new solutions that don’t forget the thorny details associated with the complicated problems of past issues.

Aspiration Software personnel have already been key in the transition of systems (e.g., the National Exploitation System (NES)) from their legacy structures to an NGA ISP/ASP baseline at the Interim Transition Center (ITC).

Quality Assurance

We have people that are very familiar with Capability Maturity Model Integration (CMMI). Aspiration Software personnel were involved with Carnegie Mellon University in the development of the Software Engineering Institute (SEI)’s maturity levels and standards.

Management Performance

Aspiration Software personnel have been active with upper-level GeoScout and NGA management. We have participated in a large variety of reviews and Technical Exchange Meetings (TEMs). In addition, we have supported the GeoScout Risk and Opportunity Board (ROMB) by providing timely issues and effective ways to mitigate the associated risks.

Program Management

Aspiration Software personnel have held a variety of management positions. Our Chief Engineer was the program manager for the National Exploitation System (NES) for several years. His dedication to customer satisfaction rewarded with a series of 100% award fees during that period.

Aspiration Software personnel have held a variety of management positions on the GeoScout program as well. Those positions included areas such asf the Database Architecture and Engineering Manager, the Business Process Reengineering (BPR) Manager and the Requirements Engineering Manager.

Personnel and Staffing

Aspiration Software has been very successful at providing the personnel that met the needs of the GeoScout program. Since 2003, Aspiration Software has provided 34 people to support the GeoScout program. Aspiration Software is an NGA-focused contractor.

All of our direct-billing employees have active TS//SI//TK and SCI clearances.

All of Aspiration Software’s contract personnel have at least a 4-year college degree, and many have advanced degrees. Our personnel have skill sets associated with nearly all aspects of acquisition and the program life cycle, including Program Management, Trade Studies, OPS CON Development, Requirements Development, a variety of other Systems Engineering skills, Communications Architecture, Database Architecture, Security Engineering, Test, Integration, Systems Transition, Operations, Maintenance / Sustainment and many other skills that are valuable to our customers.

Security

Aspiration Software has a Facility Security Officer (FSO) that is responsible for all of our security files.

The FSO is responsible for interfacing with the Lockheed Martin security personnel and with the security from other government or contractor organizations. Our FSO does the preliminary background work to ensure that new employees either have active clearances or that they would be eligible for clearances at the necessary levels. We track the periodic update cycles for our personnel and have them complete update packages as necessary.

Cost Control

Aspiration Software has maintained a close watch on its cost profile within the GeoScout program. We have ensured that Aspiration Software personnel have documented their time to the correct charge accounts. We have also ensured that the Prime contractor (Lockheed Martin) has been kept informed if we have approached our funding limits or contract value limits.

We have managed our costs within each Contract Line Item Number (CLIN) and have This section addresses the past and current management of programs and the Offeror’s ability to manage within allocated budget constraints while mitigating risks and meeting all program requirements.

Several of our employees have worked as Cost Account Managers (CAMs) on the GeoScout program. They went through formal training that allowed them to use the GeoScout cost management tools (such as Artemis). They were responsible for projecting costs, establishing cost baselines, doing variance analysis and other such services for entire program groups. That included cost accounting for all contractors (including Lockheed Martin and other subcontractors) within the group.
